module

The Borealis Land Rehabilitation and Site Closure solution supports companies as they implement their Land Rehabilitation and Closure Plan activities in order to help them meet their environmental, social, and financial objectives. It is seamlessly integrated with the other modules that Borealis offers to provide added value to mining and oil & gas companies when using our Information Management Systems.
The Borealis Land Rehabilitation and Closure module consists of four principal components: Obligations Register, Progress Register, Closure Register, and Post-Closure Monitoring
Key Benefits:
- Helps companies manage financial and legal obligations related to the closure of facilities
- Records and tracks the progress of rehabilitation and closure activities
- Monitors activities referred to in the Closure Plan
- Allows users to create and manage tasks related to rehabilitation, closure, and post-closure activities
- Supports the preparation of rehabilitation, closure, and post-closure reports
- Provides a centralized repository for the management of all documentation related to rehabilitation, closure, and post-closure activities (easements, local labor and procurement, sharing of goods or services, development projects, project financing, insurance, surety and reclamation bonds, etc.)
- Helps companies to manage and monitor all social programs implemented during and after the closure.
What is Land Rehabilitation and Closure?
Land rehabilitation, which is also commonly referred to as land reclamation in the mining industry, refers to the process by which land that has been disturbed by industrial activities is returned to a state that is functionally similar to pre-industrial land use. Rehabilitation typically includes re-vegetation activities such as seeding and tree planting that prevent erosion and enable ecosystems to re-establish themselves over time. Contouring and other earthworks activities can mimic natural hydrological conditions, while topsoil restoration can lay the foundation for agricultural or sylvicultural land uses. Read more...
Legal and financial considerations
One of the obvious legal and financial considerations associated with Land Rehabilitation and Site Closure activities is liability. Liabilities, particularly when they involve environmental impacts, can be extremely costly and represent a major financial risk to companies who do not take their closure responsibilities seriously. Why is land rehabilitation and site closure important?
Closure planning is a complex process, and it is very important that closure activities be well managed in order to minimize social and environmental impacts on nearby communities. Engagement with stakeholders- and especially nearby communities- has to be transparent, and they have to participate in the closure planning in order for it to be successful. This is important to the company's reputation and its social license to operate for future projects. Read more...
The four components of the Borealis Land Rehabilitation and Site Closure solution:
Obligations register
This component of the Land Rehabilitation module acts as a centralized repository for all information relating to legal and financial obligations, usually binding with social commitments. This information is seamlessly integrated with the Progress register to facilitate the organization, management, and ease of use of data. Documentation such as land reclamation inspections, engineering reports, insurance and bonding contracts, Closure Plans, and obligations relating to legal and regulatory compliance can all be easily stored here.
The obligations register can also be used by companies to submit periodic reports on maintenance and monitoring activities that show which responsibilities have been fulfilled and when future actions will be implemented. These reports are usually prepared continuously until the issuance of the certificate of final closure.
Progress register
The progress register enables companies to easily record and track and monitor land rehabilitation activities in the field. For each rehabilitation and reclamation activity tasks can be created and assigned, and the progress of these activities is updated. Deadlines for each of these activities can be set, and e-mail alerts are automatically sent to employees responsible for fulfilling tasks if they are not completed on time.
This component of the module is closely linked to the Obligations register, and reclamation activities are not closed out until legal obligations have been fulfilled. The component can create reports in order to demonstrate that the company's commitments have been met, thereby reducing bond obligations and freeing up capital.
Closure register
The closure component facilitates dismantling, demolition, recovery, and disposal activities related to site closure. It enables the tasks – including social activities – associated with the Closure Plan to be created, assigned, and tracked, and it minimizes occupational health and safety risks by tracking the materials associated with closure of facilities (e.g. asbestos, chemicals, hazardous wastes, metals, electronic components, etc.). The tracking of materials also allows companies to benefit from the sale or reuse of materials such as scrap metals and plant equipment.
Post-Closure Monitoring
This component allows companies to monitor post-closure activities and manage post-closure documentation. In the mining industry this typically involves the management of data related to water effluents and hazardous wastes that may be stored on site. It also enables the management of documentation related to post-closure obligations and the creation of annual monitoring reports for regulatory agencies.
